Conservative Party Conference: Performance plan for youth prisons

Youth prisons could be funded by the level of their success in reducing reoffending under a Conservative government, shadow justice secretary Nick Herbert has said.

The "payment-by-results" idea is being considered as part of the party'sroot-and-branch review of the youth justice system overseen by Tory MPDavid Burrowes. It is understood the review will also contemplatescrapping the Youth Justice Board.

Speaking at a fringe event organised by Barnardo's, Herbert said:"Reoffending rates for young offenders are appallingly high. He alsocalled for more literacy and mental health programmes to rehabilitateyoung prisoners.

In its green paper on prison reform, the party has already proposed apayment-by-results mechanism for adult jails to reduce reoffending,which involves turning them into prison and rehabilitation trusts.

"If they succeed in reducing reoffending they would be paid a premiumtariff. That will enable voluntary sector providers to offer programmesin prisons for which they would get properly remunerated. It will rewardsuccess rather than failure," said Herbert.
