The CAA aims to provide people with accessible, independent information and an impartial assessment of how effectively local services are working together towards a sustainable improvement to residents' quality of life.
It will give people the opportunity to influence local decisions, and for the first time local services will be held collectively accountable for their effect on the community.
The CAA will pull together the perspectives of seven partner inspectorates, including the Commission for Social Care Inspection, the Healthcare Commission and Ofsted. Feedback from the first CAA joint consultation has been used to formulate the proposals in the second, which are to be trialled in real-life situations across 10 local authority areas. The consultation period will run for 11 weeks and the framework is to be finalised in early 2009.
