A recent progress report from the Ministry of Justice has indicated that a new system for managing behaviour in secure training centres will not be introduced before 2011.
Why is a new system being introduced?
Managing vulnerable children in secure training centres, which hold children aged 12 to 14 and vulnerable children aged 15 to 17, has been problematic. In 2004, a 15-year-old boy died following a restraint incident at one of these centres and another committed suicide following a similar incident. The inquests highlighted the poor training of staff and poor management, as well as a practice of using restraint to a far greater extent and in circumstances when it was not permitted.
