The report, by the Children's Rights Alliance for England, reviewed action taken on the 78 recommendations made by the United Nations committee in 2002, and found progress had only been made on 17.
A Home Office spokesman denied claims that the Government was in breach of the UN convention. "Preventing offending as early as possible ensures that young people are able to play a full role in society. Carefully chosen interventions are used by the courts as a last resort," he said.
