The Children's Society, NCH and the Children's Rights Alliance for England (CRAE) are among organisations backing the call for a commissioner. Wales already has a children's commissioner while Scotland and Northern Ireland are in the process of appointing one. The Government is set to publish its stance in a green paper on children at risk, due in the next couple of months.
The committee's report states: "A children's commissioner is not the answer to all the problems children face, but it can be a channel through which the voice of children can be heard more clearly."
Caroline Abrahams, director of public policy, NCH, said: "I hope the Government takes seriously the views put forward by the joint committee and acts on this recommendation."
