Hughes is a former probation officer and social policy lecturer. She quit as immigration minister last year but has been brought back to replace Margaret Hodge.
Estelle Morris, chair of the Children's Workforce Development Council, said: "I'm thrilled she's got the children's job. She's committed and I know the sector will find her good to work with."
David Hawker, director of children's services at Brighton & Hove City Council, said her background in probation meant she would "instinctively understand the sector, albeit from a different perspective from that of Margaret Hodge".
Former MP Hilton Dawson, who is now working for the charity ChildLine, said: "I regard her a someone who is very committed on children's issues.
