The Association of Independent Child Care Providers and the National Association of Residential Children's Homes believe that they need to join forces if they are to have a greater influence on legislation. Each has between 20 and 30 member organisations and in total they look after more than 500 children.
The Children's Bill has concerned many because it puts far more emphasis on fostering than on residential homes, said one source, adding: "Children in residential care, away from their home areas, are likely to have very specialised needs but are in danger of being left behind.
"It's important the sector has a voice and that it isn't ignored by the Government."
