Restricted to 3m of government funding, it wants the subsidiary to finance "large-scale public campaigns" to make young people more highly valued by adults.
Rob Williams, chief executive of 11 Million, said: "This is a huge, inspiring idea - we want to galvanise the sector." He added that the charity would launch within the next 12 months with a target of generating at least 1m.
The strategy also includes a plan to audit the current complaints processes for young people in England to "examine how far children's interests and views could be better represented by future developments in the commissioner's role". Unlike his counterparts in the other UK nations, the commissioner for England does not have the powers to promote and protect children's rights.
