They have hit out at the Government for not taking the capital's higherbuilding costs into account when calculating the cost of children'scentres.
Councils also claim that their programmes are falling behind because thedepartment is stalling on approving centre plans.
One council is still waiting for four phase one children's centres to beapproved.
And the London Borough of Islington told Children Now it had been forcedto carry out detailed cost reviews to get its plans approved, which hadled to delays and meant compromising on building specifications.
"The situation is ludicrous," said one early years director.
