According to the Commission for Social Care Inspection's most recentannual report, The State of Social Care in England 2005-06, thechildren's care sector has seen some major improvements. Around eightout of 10 fostering agencies are now meeting national minimum standards,compared to just over half four years ago, and councils are gettingsignificantly better at consulting young people.
But in other areas, such as commissioning, the report warns that furtherwork is needed. The Government has acknowledged this and, last year,unveiled its green paper on improvements for children in care, CareMatters.
