The legislation, issued last week, will place new responsibilities on a variety of organisations, including Connexions partnerships, primary care trusts, the secure estate, youth offending teams and youth workers.
Voluntary agencies that work for statutory agencies are also included in the bill.
Agencies will be expected to co-operate to improve young people's lives and a duty to safeguard children will be placed on a number of services.
Some agencies will also be required to join local safeguarding children boards, which will oversee local child protection work.
Youth minister Margaret Hodge said the proposals "build clear accountability into children and young people's services".
