A department spokeswoman said: "The children bill is still on track for Royal Assent by the end of the session."
The current Parliamentary session ends in November. The hunting bill is due to be reintroduced on 15 September, and there is speculation that the Government may use the Parliament Act to pass the law without the House of Lords' consent.
Lord Strathclyde, the Conservative leader in the Lords, warned that this would lead to a lengthy debate that would not leave enough Parliamentary time for other bills, including the children bill.
