Campaigners say the amendment would have helped save the life of Victoria Climbie, who was not consulted effectively by Haringey social services according to the report into her death by Lord Laming.
During the Bill's passage through the Lords, the Government brought forward an amendment to ensure councils listen to the views of children in need.
But there was disappointment at the time that the duty on councils was not extended to cover those involved in child protection inquiries.
Children Now understands that the Department for Education and Skills is looking at ways to enshrine this in law.
