Childcare: Clarity is needed on entitlements

The Government needs to make claiming the working tax credit easier and give urgent attention to helping people understand the free childcare entitlement, a report has concluded.

Funding for childcare needs to be allocated transparently and equallybetween state and maintained sector providers and the Government needsto be aware that the uptake of the free childcare entitlement is notuniversal among lone working parents, says the report.

The Report for the Department for Education and Skills on the ChildcareImplementation Project made the recommendations based on a projectworking with 12 local authorities from 2005 to 2006.

Independent policy consultants Robert Hill and Carey Oppenheim, who werespecial advisers for the Government when the 10-year childcare strategywas developed, carried out the project looking at ways to make thestrategy work.

A number of their recommendations have been included in a recent DfESconsultation into funding of early years ahead of the free childcareentitlement being extended from 12 to 15 flexible hours by 2010.
