Eddie Follan, policy manager for Children in Scotland, said there was concern that the Child Trust Fund could reinforce inequalities between children from well-off families and those from disadvantaged backgrounds.
Some estimates suggest families who top up their child's trust funds could see the value rise to 24,000 after 18 years compared to just 911 for a child whose family makes no contribution.
"We'll have to look at ways of topping up the fund for children whose parents cannot do this, like children in care," said Follan.
From next year, all children born after 1 September 2002 will receive an endowment of 250, which they will not be able to access until their 18th birthday.
