The council was ordered to pay the man 5,000 in compensationafter it returned one son to his mother without proper planning and incircumstances that put him at risk following temporary foster care.
The ombudsman found the council guilty of maladministration that causedinjustice and recommended a review of procedures to ensure adequatemonitoring of future cases.
"We regret any distress caused to the family and accept that despitegreat efforts from our staff, there were failings in fully followingevery procedure," said Conservative councillor Patricia O'Brien, thecouncil's portfolio holder for children's services.
"I am confident that our procedures are much better now. All ourservices to children are now part of one department and will continue toimprove outcomes for children."
