The review, prompted by the deaths of four recruits at the Surreytraining camp, says the army should apply vetting procedures as rigorousas those used by non-military organisations.
Other recommendations included giving under 18s a right to be dischargedand doing more to involve parents when recruiting 16- and 17-year-oldsoldiers.
The army should also create specialist training camps for 16-year-oldsand no under-18s should have unsupervised access to a weapon.
However, the report rejected the idea of banning under-18s from joiningthe army since it provided many children who led chaotic lives or didbadly at school with a good career.
