Setting out priorities for the next five years should Labour be re-elected, she admitted it would be hard to persuade Middle England of the changes necessary to meet the 2020 target.
"It's my view that most people vote out of self interest," she told a fringe meeting organised by homelessness charity Shelter.
"We talk about redistribution but that makes people think about taking something away. Perhaps we should talk instead of redistribution of income through the taxation system."
She wants to see the reform of council tax and housing benefit to ensure parents can afford to go to work.
Vera Baird, MP for Redcar and Cleveland and member of the Work and Pensions select committee, said Labour had "done the easy bit" by reducing child poverty by a quarter.
