Speaking at a National Children's Bureau event last month, Health Secretary Alan Johnson revealed the document would ensure all professionals who work with young people were included in the proposals.
"We need to make sure everyone is involved in child health," he said. "That includes ensuring youth workers and school nurses who are outside the NHS are engaged collectively so we can solve some of the problems."
