Charity calls for urgent cultural shift in the management of care placements

A "radical culture change" towards placing children in care is needed within government, local authorities and family courts, a charity managing care placements has urged.

Barnardo's has called for a review of structures to prevent the"devastating consequences" of delaying children's entry to care andplacement breakdowns.

Brenda Farrell, assistant director of children's services, familyplacement, for the charity, said: "A radical culture change is requiredacross the system, within central government, local government and thecourts, so that care is seen as a positive option, providing a safehaven and improving a child's welfare. The widespread belief that thecare system fails children should be confined to the dustbin."

The call comes ahead of the charity's conference next week entitledCounting the Cost of Care, which will consider how services can removedelays and offer an appropriate range of options for individualchildren.
