Care leavers need council commitment to support

Vulnerable young people could be at risk of missing out on vital leaving care services if children's homes are not given more support, according to providers.

The Independent Children's Homes Association (ICHA) has raised concernsthat its members are struggling to support young people who want to liveindependently while continuing to receive support from their residentialhome.

Although residential care providers often offer outreach services, localauthorities are reluctant to commission leaving care arrangements toresidential providers because they are not officially registered toprovide outreach work.

Paul O'Leary, co-chair of ICHA, said: "If young people move into theirown place then funding dries up and they can no longer be accommodatedby us."

He argued that it is crucial that young people are able to have thecontinuity of support from their care home in the same way that parentscontinue to support their children once they have moved out.
