Care-leavers: Government set to miss own targets

One aim is to ensure that 19-year-old care-leavers have at least 75 per cent of the education, employment and training outcomes of their peers by 2004, but this was only met by 29 per cent of England's councils in the 2003-04 financial year.

Progress on the target to reduce the number of young people in care who are cautioned or convicted of crime has also been slow. The aim is to reduce the number to 7.2 per cent by 2004, but figures for 2003 show this figure is still 9.5 per cent.

This is a slight decrease on the 2002 figure of 9.7 per cent.
