The Youth Courts Committee of the Magistrates' Association is putting forward a motion at the association's annual general meeting, which is being held on 12 November, deploring the lack of government funds spent addressing the problem.
John Fassenfelt, chairman of the Youth Courts Committee, said he expected the motion to be approved. "The Government should give specific funds to the Youth Justice Board to provide training for senior care staff in the development of disciplinary procedures, and in dealing with young people without calling the police every time," he said.
The Youth Courts Committee believes some private care homes call the police when a young person has committed only a relatively minor act of misbehaviour. It thinks staff call the police when a parent would not and that, as a result, young people can get drawn into a cycle of offending.
