Capability: Home Office is the worst department

The Home Office is the worst performing government department to be assessed under a new system of "capability reviews".

The department, responsible for youth justice and young asylum seekers,was given two "red lights" - for leadership and capacity building, andplanning, resourcing and prioritising - signifying serious concerns.

Four departments have been reviewed by the Cabinet Office.

The Department for Education and Skills received praise for its strategybut was criticised because its plans are "not always tested fordeliverability". The Department for Constitutional Affairs, which looksafter family courts, got top marks for strategy but fell down on servicedelivery. The Department for Work and Pensions got the worst marks forstaff motivation.
