Budget 2006: Further education receives cash boost

The Treasury has set aside 25m to fund free tuition for 19- to 25-year-olds studying for their first Level 3 qualification in 2007-08. Level 3 is two A-levels or the equivalent.

It has also put aside 11m to roll out the Adult Learning Grant nationally in 2007-08. These means-tested grants give 30 a week to adults studying Level 2 or 3 qualifications, and pilots have found they are particularly helpful for young learners.

The Foyer Federation, which works with homeless young people, said the announcements are welcome, but do not go far enough. It is calling for the abolition of the 16-hour housing benefit rule, which stops benefit for anyone over 19 who is in full-time education.
