Is too much emphasis put on the importance of tests and results, and are there other essential qualities that contribute to a successful school?

What makes a successful school? This question is examined in a report published last week by management consultants from Hay Group Education.

The values, beliefs and priorities of more than 4,000 teachers in 134 schools are analysed in A Culture for Learning: An investigation into the values and beliefs associated with effective schools.

Tests, targets and results are part of every school's life, but in more successful schools the report found that they are "tempered by an interest in capability and learning".

"Outstanding schools don't get obsessed with results. They see them as a means to an end and are also interested in what creates the results.
