Northern Ireland's Equality Commission is consulting on draft guidance for how public authorities consult with children.

Why is it important to consult with children and young people? InNorthern Ireland, consultation with children and young people is anintegral element of the Government's statutory obligation to promoteequality of opportunity. In some ways it supports the existingobligation on the Government, as a signatory to the United NationsConvention on the Rights of the Child, to ensure that children and youngpeople have the right to express their views in all matters affectingthem. Essentially, it is a process enabling an assessment to be made ofthe views of children and young people who are affected by policydecisions or the design of services.

Is consultation with children and young people itself sufficient? Thedraft guidance looks beyond consultation and promotes engagement andactive participation of children and young people in decision-makingprocesses. This can include the establishment of structures, processesand activities that assist in the development of participativedemocracy.
