The London Apprenticeship Company, a not-for-profit venture, will employ and train 16- to 25-year-old apprentices before subcontracting them out to local employers. The scheme is funded by Westminster Council, the Learning and Skills Council and the London Development Agency.
The company will deal with apprentices' pay, probationary reviews and pastoral care, to ease the bureaucratic burden on small businesses.
Every apprentice will have a career mentor to support them through their training and help match them to suitable employers.
Trainees will study for a range of qualifications in areas such as health, hospitality and leisure.
Councillor Brian Connell, Westminster Council's cabinet member for communities and economic development, said that the scheme would vastly expand opportunities for local young people.
