Black pupils pay an 'ethnic penalty'

Head teachers should tackle racism and give extra help to black pupils to improve their performance, according to government guidance.

Ensuring the Attainment of Black Pupils: Management guide, produced for the Department for Children, Schools and Families (DCSF) by Capita Strategic Children's Services, sets out how heads can boost the results of black pupils.

It suggests an "ethnic penalty" exists within the system, with an attainment gap remaining despite attempts to address socio-economic disadvantage.

The report says the high exclusion rate for black Caribbean and mixed white/black Caribbean pupils - and boys in particular - should be challenged. It also calls for black culture to be covered in the curriculum.

A DCSF spokesman said: "Our focus on the progression of individuals will help every pupil to reach their full potential."
