The Department for Work and Pensions wants the law to be changed so bothparents must be named on birth certificates. A spokeswoman said the movewould "update the law to reflect modern society, recognising the rightsof married parents and unmarried parents" and help cross-Government workon parenting.
In its Joint birth registration: promoting parental responsibility greenpaper, the department says the law should require parents to put theirnames on the birth certificate.
Exemptions would be allowed if the identity of the dad is unknown or thefather is a threat to the child or mother.
Responses are being accepted until 25 September.
