And his next few months could be heavy going. The newly formed directorate, which began on 1 December, is already up to its neck sifting through the flood of responses to the green paper and busily drafting the forthcoming children's bill. On top of this, Jeffery's team is putting its own house in order, with unfilled posts, late-starting staff and the Teenage Pregnancy Unit's office move from south London's Elephant and Castle to Westminster to contend with.
Not forgetting planning the parts of the green paper that won't be enacted by legislation, which it turns out is most of it.
