Big interview - Have courage to speak out - Martin Narey, chief executive, Barnardo's

Over the past few weeks his name has been in the papers again, this time in the aftermath of the publication of the inquiry into the murder of 19-year-old Zahid Mubarek, at Feltham Young Offender Institution in 2000.

At the time Narey was director general of the Prison Service, and as a civil servant says he was expected to keep his views to himself. Now though, he can say what he thinks about the criminal justice system, as it was then and is now.

"The report is extremely thorough and balanced," he says. "The picture painted of Feltham at the time of the murder is a pretty fair one. I would argue that Feltham was already starting to improve. But Feltham was a bloody awful place at the end of 1998, and it wasn't alone."
