These are just some of the key points made by Sir Michael Bichard in his report into the failings that allowed Ian Huntley to get a job as a school caretaker.
He advocated a registration scheme for all those wishing to work with children or vulnerable adults. He suggested a photo card with biometric details such as fingerprints "would provide real advantages in checking identity".
Speaking immediately after the report's release, he told Children Now he believed all school staff should be subject to the highest vetting level of enhanced disclosure.
