Ofsted's latest report on the city's adoption service found it to be "outstanding" across the board - up from "good" overall in the previous inspection two years ago.
The inspector remarked that the authority had implemented all previous recommendations, and, unusually, he failed to make any new ones, stating: "The comprehensive systems in place and the hard work of those in the service ensure that highly vulnerable children are placed in highly suitable and well prepared households, which are supported in creating a bonded and nurturing household for them."
