The Government plans to harness children's "pester power". The Home Secretary says children will be the voice behind new CCTV street cameras fitted with loudspeakers to nag miscreants.

The children's task will be to spot people dropping litter, fighting ordrinking, and tell them to pack it in. The press release prissilydescribes it as, "reminding grown-ups how to behave".

Is this tokenism? Yes. Children are appearing for one day only, tolaunch the service. Those chosen will be winners of competitions. So, tobe fair and accurate, it is a piece of tokenistic cynicalmanipulation.

It may also be a ruse to hide behind children and so deflect accusationsof extending the surveillance society. The Government must believe"little pest" makes better headlines than "big brother".

- "Nursery may be harming your child," The Guardian headline warned.

It was reporting a study suggesting children who spend long days andweeks in nurseries are more likely to be aggressive and disruptive.
