I guess this was well intentioned, but you cannot accept the animals — it would not be fair to you or the cats.
How to avoid hurting their feelings is a tricky one and, whatever you do, some noses are bound to be put out of joint.
But there is a way of delivering bad news that can help take the sting out of the situation and that is by telling young people the good news first. Tell them how much you appreciate the gift, the thought behind it and how you were really touched by the gesture. But then tell them why you cannot accept the kittens. Be honest with them.
Use the experience as an opportunity to address a number of issues that can encourage reflection and better self-awareness. These should include the fact that looking after animals is a serious commitment and should never be made lightly and certainly not without prior consultation with the potential new owner. I hope this helps and that you find a good home for the kittens.
