The measure was included in last month's Youth Taskforce Action Plan, which has allocated £218.5m to help prevent problem behaviour among teenagers.
The action plan includes proposals to clamp down on antisocial behaviour and provide young people with non-negotiable support to address the causes of their behaviour, as well as a commitment to create more prevention programmes.
Young people acting antisocially will have to agree to a contract and will also receive support from a key worker.
Beverley Hughes, minister for young people, said: "We know that the best form of cure is prevention. We can spot the early warning signs in young people and families where things are going wrong, such as poor parenting, lessons skipped, and complaints about behaviour."
