Plans leaked to several newspapers suggested that the Government intendsto allow weaker versions of Asbos to be given to under 10s. But ChrisStanley, head of youth crime at Nacro was concerned by the plan.
"Using the criminal justice system to tackle what is essentially asocial welfare problem will not work," he said. "Asbos do very little toidentify and address the underlying causes of anti-social behaviour. Weneed positive interventions."
The Home Office refused to confirm or deny the plans. A spokeswoman toldChildren Now: "The Prime Minister has made it clear that new anti-socialbehaviour measures are being drawn up and these will be announced in duecourse".
