Every local authority and school in England will receive a resource pack with sample lesson plans and a briefing on the theme for parents and pupils.
Packs will also include material for young people, produced by members of the Young Anti-Bullying Alliance, run by the National Children's Bureau.
Schools will be invited to take part in "Blue Friday", a non-uniform day to raise awareness of the effects of bullying.
This year the resources for Anti-Bullying Week - 17 to 21 November - have been designed to tie in with existing guidance on how to deal with homophobic, racist and religious bullying.
