Angst over transfer of SEN funding

Local authorities face a logistical nightmare if they fail to get to grips with the challenge of providing services for learners with additional needs, a local authority expert has warned.

The transfer of liability for 16 to 19 education and training will move from the Learning and Skills Council to local authorities in 2010.

Councils will have to integrate pre-16 special educational needs (SEN) and post-16 learners with learning difficulties or disabilities (LLDD) funding frameworks ahead of the shift of liability.

John Freeman, lead adviser on 14 to 19 for the Association of Directors of Children's Services, warned that joining the two frameworks would raise practical issues, including course and transport provision.

He said: "One area that causes me most angst is integrating the pre-16 SEN framework and the post-16 LLDD frameworks."

Despite this, Freeman claimed the changes would offer councils a rare opportunity to improve provision for learners with additional needs.
