This has been followed by an implementation plan - Play in Wales -launched by the Welsh Assembly Government last week (Children Now, 15-21February).
It's the first national play strategy in the UK and as such is beingclosely scrutinised by playworkers in all four nations.
Perhaps the most significant aspect is the pledge to introduce a duty onlocal authorities to address the play needs of local children and youngpeople into statutory guidance on the Children Act 2004.
