The Department for Education and Skills has confounded the sceptics and finally unleashed Youth Matters, its green paper for youth.
According to Maria Eagle, minister for youth work, the document targets young people and local authorities.
"It builds on Every Child Matters and sits in the space between child and adult services," she says. "But it's as much about celebrating the impact of young people, their dynamism and energy, as plugging a boring policy gap."
Young people must be valued
Eagle believes young people "can make a fantastic contribution when they are engaged" and, to this end, local authorities will give young people power and influence in shaping services.
