Andrew Noquet is a frustrated man. As Foyer services manager in charge of five Foyers across Devon and Cornwall, he has carefully-drawn plans for a further three units to meet young people's needs. But the plans have had to be put on ice because there is no money available to run them.

"We can't go to the board of the Devon & Cornwall Housing Association and say we want to build a new Foyer if there aren't the funds to run it," says Noquet. "I don't think the board of any organisation is going to agree to a project that can't be sustained."
