Margaret Hodge has told councils that she wants "most" children's trusts to be up and running by 2006, with the remainder following by 2008. And she has made it pretty clear that she will only countenance delay in the most exceptional of circumstances.
However, our exclusive survey reveals that more than 30 per cent of respondents are not even trying to meet the 2006 deadline. Nearly one-third do not expect their trusts to be functional until 2008 while others are looking beyond this date. There are even a small number of councils that are planning to rebel against the Government and not establish any trust at all.
