Social services lack confidence in secure children's homes, according to a study from the Department for Education and Skills. Tristan Donovan looks at why local authorities are turning away from such homes and whether confidence can be restored.

Social services are stepping away from using secure children's homes, agovernment study has revealed. Education ministers ordered the study toidentify why social services seemed to be turning their backs on securehomes, which cater for both young offenders and children in welfarecases.

Research firm Jane Held Consulting came to the conclusion that theservice offered by secure children's homes was the problem, not thecost. Changes in social services' expectations and how local authoritiesdeal with children in their care are causing secure children's homes tobecome a last resort.

The report, Qualitative Study: The Use by Local Authorities of SecureChildren's Homes, says local authorities use the homes when all otheralternatives have failed.
