The report, published last week, argues that, to remain effective, homeswill need to "increase confidence in their ability to provide flexibletreatment programmes". This includes the provision of child andadolescent mental health services, substance abuse services andhigh-quality education.
"This may mean radical changes to the way in which units are provided,"said the report by Jane Held Consulting.
Radical new approaches to commissioning may also be required, accordingto the report, commissioned by the Department for Education andSkills.
The report said that since it is likely that demand for secureplacements may continue to decrease, "there will need to be aco-ordinated approach across regions to assessing likely future need inorder to commission sufficient places, prevent destabilisation and aloss of too many beds. This will need to be co-ordinated with thecommissioning strategy for the Youth Justice Board."
