Activity Agreements: Paid as you learn

As Gordon Brown looks likely to extend the use of payments to entice 16- and 17-year-olds back into education, employment and training, Louise Hunt asks if these so-called Activity Agreements are the way forward.

Seventeen-year-old Navtej Ubhi was in limbo. He knew that he wanted to go on to college but he didn't have the grades needed for his desired courses. Like many young people who have been knocked back, he found it difficult to muster the determination to retake exams and, by his own admission, he was "doing nothing".

That was before Navtej was placed on Connexions' Activity Agreements and Allowances pilot programme in east London. Under the scheme, 16- and 17-year-olds like Navtej who have not been in education, employment or training (NEET) for 20 weeks receive up to 40 a week for fulfilling agreed activities aimed at helping them to get back into training or work.
