PROPOSAL 1 - Citizenship lessons should allow children toparticipate
Teenagers are commonly viewed by politicians and policy makers as"citizens-in-the-making"; empty vessels that need to be trained andmoulded. This is certainly one of the underlying assumptions behindcitizenship education.
The reality is that many teenagers are already making positivecontributions to their schools and communities. For citizenshipeducation to be successful the curriculum needs to draw upon teenagers'own engagements with citizenship.
Young people also need to be provided with meaningful opportunities toparticipate within citizenship lessons, within the lives of theirschools and communities.
