The £4m project will be delivered in partnership between 4Children and the RAF Benevolent Fund. It will see around 80 youth workers operating at bases over the next three years.
Peter Jones, 4Children's national programme director, said: "Existing youth provision tends to be run on a voluntary basis, so someone running activities might suddenly be called to duty, leaving the young people with nothing," he said.
"This is about putting sustainable provision in place and reassuring RAF members that young people are being looked after at home."
The partnership begins in September, providing young people with at least three sessions of activities each week. Jones said that 4Children hopes to expand its provision to other services if the project is successful.
