Money will go towards helping 13- to 19-year-olds in the area to combat a range of problems, including substance misuse and antisocial behaviour.
Leeds-based charity Re'new will oversee the programme of services in partnership with the council's integrated youth support service. The aim is to provide positive activities for young individuals at an early stage in their development.
Richard Norton, Re'new's director of young people and employment, said: "Services for young people are thin on the ground in East Leeds. We will help young people who are not in education, employment or training to play a positive part in their communities."
